Cook the beef shanks in a regular pot with water.Add cloves, seven spices, salt, and bay leaves foe 3 hours or until cooked.Remove the beef shank and strain the broth into a bowl.
In a medium pot on medium heat, add olive oil or butter and cook the ground beef for about 7 minutes.Add in the washed and drained long grain rice, salt, seven spices and water or broth (beef shank broth for best results).
